In 1991 and 1992, the Texas Association of School Library Administrators held meetings where a statewide database
of Texas school library holdings were discussed. Library administrators that were present expressed their desire to link libraries
to one another. In 1993 during Texas Library Association’s Legislative Day, librarians approached Bob Bullock with the
idea of the database and the proposed results of the program for students and teachers. As a result, the 73rd Texas
Legislature passed Senate Bill 5, Rider 61 in May 1993, which appropriated $1.3 million for the statewide database. Thus,
the Texas Library Connection was born.
